The State Key Laboratory of Safety Control and Simulation of Power Systems and Large Power Generation Equipment organizes application for independent research projects and open research projects once a year from April to June. The specific requirement and other matters are hereby notified as follows:

1. Eligibility of applicants for independent projects and open projects

The independent research projects of the State Key Laboratory are offered to fixed persons, and the open projects are offered to researchers from external units (researchers outside Tsinghua University, priority given to young or overseas researchers), but when applying for open projects, a fixed laboratory personnel must be the project contact person. Each fixed person of the laboratory is usually allowed to act as the contact person of one open project. The applicant cannot apply for another new project before one is completed.

In order to ensure the consistency of the research direction of each member of the research team and the direction of the whole team, the independent project applied by the teachers who have entered the research team should obtain the consent of the team leader, and ask the team leader to sign on the cover of the application form to agree to the declaration.

2. Research directions of independent projects and open projects

According to the discussion opinions of the directors' meeting, the research direction of independent projects and open projects is the research direction of the laboratory:

Safe and economic operation of large grid

Large-capacity power transmission technology and intelligent electrical equipment

New energy power generation and distributed power system

High-efficiency flexible power conversion and power electronics technology

Thermal system simulation and control

New materials and technologies for energy storage

Energy Internet and energy strategy

On the basis of the above research directions, we encourage exploring forward-looking topics in the fields of "carbon peaking and carbon neutrality related technologies" and "new-type power systems", and encourage interdisciplinary research to cultivate new scientific research growth points, and promote contribution to achieving the goal of "carbon peaking and carbon neutrality".

3. Results of independent projects and open projects and requirement for signatures or marks

In the application form for independent projects and open projects, it is necessary to specify the form and quantity of the achievement submitted by the project, and to specify the method of laboratory signature. The forms of achievement include but are not limited to SCI papers, journals included in EI papers and their impact factors, the contribution of international/domestic invention patents and software copyrights, and the influence of leading or participating in the writing of international/domestic guidelines or standards, etc. The project does not need to deliberately pursue the quantity of results, but focuses on quality and contribution. When the project is concluded, a project conclusion statement and a list of related achievement and certification materials must be submitted.

In the submitted achievement, the applicant should be one of the main completers. For independent projects, the unit signature of the paper should include the State Key Laboratory information; for open projects, there should be an acknowledgement of the State Key Laboratory at the bottom of the first. The suggested format for the signature of the independent project is as follows:

4. Project funding amount and duration

Independent projects are divided into two categories: key projects and general projects. The funding amount for each key project is within CNY 800,000, and for each general project is within CNY 300,000. The completion time of this project is October 2023, and a conclusion letter must be submitted at the same time.

Open projects are also divided into two categories: key topics and general topics. The funding amount for each key project is within CNY 120,000 and for each general project is within CNY 50,000. The completion time of this project is October 2023, and a conclusion letter must be submitted at the same time.

Explanation of the reimbursement of open project funds: the open foundation allocates the funds to the unit of the project leader in the form of a private vertical scientific research project. The specific requirement for reimbursement will be sent to the finally funded unit.
