On the morning of February 3rd, the initializing meeting for the project “Adaptation Mechanisms, Key Technologies, and Research and Development Applications for Capacity Adequacy in New Type Power Systems,” jointly undertaken by the Department of Electrical Engineering and Applied Electronics at Tsinghua University and State Grid Shanxi Electric Power Company, was held in Beijing. Shu Yinbiao, Academician of the Chinese Academy of Engineering, Chairman of the Chinese Society for Electrical Engineering, and Chairman of the 36th session of the International Electrotechnical Commission (IEC), Yang Yongping, Academician of the Chinese Academy of Engineering and President of North China Electric Power University, Wu Bing, Deputy Director of the Electricity Department of the National Energy Administration, Yang Renze, Chief Engineer of Shanxi Provincial Energy Bureau, as well as leaders and experts from China Energy Research Society, State Grid Corporation of China, Southern Power Grid Corporation, and Power Planning & Design Institute attended the meeting.

Academician Shu Yinbiao and Academician Yang Yongping highly praised the achievements of Shanxi’s power market construction. They believed that Shanxi Electric Power Company currently has both theoretical courage and practical basis to take the lead in researching the adequacy mechanism of new power systems, using technological means to solve the marketization problem of system capacity, and setting an example for nationwide demonstration research, which is worthy of recognition and appreciation. They hoped that the project team would fully utilize Shanxi’s actual scenarios, closely integrate theoretical research with the practical operation of the spot market, and further improve the “theoretically feasible, practically applicable” Chinese characteristic power market system.

Deputy Director Wu Bing of the Electricity Department of the National Energy Administration and Chief Engineer Yang Renze of the Shanxi Provincial Energy Bureau stated that although the electricity spot market in Shanxi has officially commenced operation, the task of power market construction remains arduous, and the road to adapting to the construction of a new power system market is still long. They hoped that the project team would remain confident, promote the application of research results in Shanxi, formulate market rules and institutional documents, integrate them into the Shanxi power market rule system, and make beneficial explorations for the construction of a unified national power market system and the establishment of new power systems.

The Intelligent Energy Research Group of the Department of Electrical Engineering and Applied Electronics at Tsinghua University is the core unit responsible for this project. Professor Chen Qixin and the relevant research team have been deeply involved in the formulation of policies and market construction in the new round of power reform, and have produced a series of important research results in major document preparation, top-level market design, market modeling, and clearing algorithms, which have been substantially adopted by relevant national ministries and commissions. The team will capitalize on Shanxi’s experience in mature market operations, contribute technical solutions and typical demonstrations for the construction of a national capacity adequacy mechanism, and form an experience blueprint that is referenceable, replicable, and promotable.
